Circuit breaker configuration for per-provider failure isolation. When enabled = false (default), circuit breaker is not applied.

§enabled: bool§failure_threshold: u32

Number of consecutive failures before the circuit opens.

§reset_timeout_secs: u64

Seconds to wait before transitioning from Open to Half-Open.
